Place the water, butter, cheese, and salt in a saucepan. Heat over medium-high, until the butter is completely melted and the mixture is simmering.
Pipe or spoon the dough into 2-inch diameter mounds, onto parchment-lined baking sheets, allowing about 3 inches in between each puff.
